Howard Rollins - Body Modification Practitioner - Permanent Prohibition Order

The NSW Health Care Complaints Commission (the Commission) investigated a complaint concerning Mr Howard Rollins, unregistered health practitioner.

Mr Russell is a tattooist and has been described in the literature associated with this industry as a ‘body modification artist’. Within that industry Mr Rollins uses the pseudonyms ‘Howie’, Luna Cobra’ and ‘John Luna Cobra’.

The Commission investigated allegations that Mr Rollins was present, and assisted in some manner, when another person conducted a labiaectomy. The Commission has carefully considered the evidence available, and determined that, on balance, this did occur.

A labiaectomy is a procedure which should only be performed by qualified health professionals. Mr Rollins is not a qualified health professional and any such procedure is outside the scope of his permitted practice.

Accordingly, the Commission has permanently prohibited Mr Rollins from providing, or causing to be provided, any body modification or any other procedure, to the genital area of any person
