Dr Raymond Morsingh – General Practitioner - Professional Misconduct

The Health Care Complaints Commission prosecuted Dr Raymond Morsingh , a general practitioner, before the NSW Civil and Administrative Tribunal (‘the Tribunal’).
The complaint alleged that Dr Morsingh breached professional boundaries in relation to his treatment of Patient A at one appointment. The allegations included that Dr Morsingh conducted an inappropriate breast examination on Patient A, made inappropriate comments about her appearance, disclosed personal information to her about his family and partially disrobed and showed her a tattoo on his left shoulder. The Complaint also alleged that Dr Morsignh inappropriately displayed doTERRA oils and diffusers in his consulting room in circumstances where his wife received a financial benefit from the sale of the oils and that he provided samples to Patient A.
On 16 February 2021, the Tribunal found all of the complaints proven. The Tribunal found that Dr Morsingh was guilty of professional misconduct.
In its decision of 2 March 2022, the Tribunal cancelled Dr Morsingh’s registration, prohibited him from providing any health services, and ordered that he not be able to seek review that decision for a period of two years.
